merely in order to resist foreign invasion? Let me give you an account of Japan. She owed her judicial reform to the strenuous help of the Frenchman Boissonade de Fontarabie, a professor of a French University and a well-known layer. He went to Japan, and became a master in a Law College of Japan. One day when he was teaching, he heard a strange sound of flogging inflicted by a Japanese official who was hearing a

case. At once he declared that he would teach no more in

the College, unless corporal punishment was abolished in Japan, and finally he succeeded in prevailing upon her to abandon all corporal punishments. And as everybody knows, the navy of Japan acquired their training from the English and her army from the Germans. Our Russian members, who have come to our assistance, expect no return fran us, and when we chance to express our thanks to them, they would say that they are working for the cause of the world revolu- tion just as we work for the cause of our national revolut- ion, and that we have no need to thank them. Purely they are working hard with us for the cause of revolution, and

we can have no reason to suspect them.

Of late, the Shanghai papers have again spread rumours that a secret agreement has been made between Fung Yuk Tseung

and Borodin, but on the appearance of a repudiation in Peking, they can no longer play their tricks. For the time being, we have fallen victims to vile slanders in our brilliant and noble revolutionary enterprises, but facts

will after all clear ourselves of them. Anyhow, our

alliance with Russia is intended to hasten the accomplishment

of the revolution of China, as well as of the world

revolution. I have dared today make this responsible

utterance before you masters of the Chinese Republic, and

I beg that you will consider it carefully, and you will find

that I have not been lying. To sum up what I have said, I

have not been in the first place explained the rumours about

Communism
